CHS 2027-2023 Strategic Plan

CHS continues to make excellent progress on its 2024-2027 Strategic Plan. With approximately 70% of the objectives complete, we are ahead of schedule and already looking ahead to the next phase of our strategic journey.

Building on that momentum, President and CEO Michelle Lavallee presented a proposal for the 2027-2030 Strategic Plan at the April Quarterly Board Meeting. Guided by Sagency, the new plan will build on the success of the current strategic plan while positioning CHS for continued growth and future success.

With a strong organizational culture, improved employee retention and continued program growth, CHS is ready to shift its focus toward greater strategic alignment, stronger execution and increased leadership ownership.

The proposed planning process includes three phases:

Phase I – Discovery (May – Early June 2026)

Launch and Assess – May 2026

• Deploy a digital strategy survey to leadership.

• Launch a Board self-assessment.

• Conduct qualitative staff interviews.

Synthesize — Early June 2026

• Complete data analysis.

• Finalize the discovery report.

• Identify key themes and strategic tensions.

Phase II – Board Assessment (May–June 2026)

Phase I will run concurrent with Phase II. Board members will:

• Complete a governance self-assessment.

• Identify strategic questions to guide planning.

• Establish a governance baseline to strengthen the Board’s role.

Phase III – Strategic Planning (June 2026–January 2027)

June–August 2026: Plan

• Facilitate strategic planning sessions with Executive, Vice President and Director level employees.

• Develop strategic initiatives and priorities.

September 2026: Draft

• Develop a draft of the strategic framework.

• Refine initiatives with the leadership team.

October 21–22, 2026: Board Review

• Presented the first draft at annual Board meeting.

• Conduct dynamic tensions exercises to guide Board input.

November–December 2026 – Refine

• Incorporate Board feedback.

• Complete final alignment with management team.

January 2027 – Launch

• Approve the final plan.

• Officially launch the FY2027–2030 Strategic Plan.
